Status: Full Time, Exempt (Salary)

Wage Scale: $101,525 -$147,035 (Typical starting wage $101,525 -$124,280 DOE)

Close Date: September 28th, 2025

Hours: Monday- Thursday 7:00am to 4:30pm & Friday 8:00am to noon or

Monday-Friday 8:00AM-4:30PM

(On weeks when planning commission meetings are attended, work hours on Friday can be reduced.)


Position Summary:

Leads the planning, design, and management of municipal infrastructure projects. Supervises engineering staff, ensures compliance with codes and standards, manages project budgets and schedules, and coordinates with city departments, agencies and the public. Responsible for providing technical guidance, evaluating development proposals, and maintaining system plans.


Essential Duties and Responsibilities:

Maintain a well-organized infrastructure replacement and maintenance schedule that ensures well-maintained systems. Promote customer service and proactively make efforts to keep utilities affordable and cover the real costs of service. This includes consistently and efficiently performing all of the following:

• Plan, organize and direct engineering operations that require project design, project management, construction administration, inspection, and mapping for all city infrastructure.

• Establish and recommend project priorities, prepare engineering reviews and reports, and oversee long-range planning for public works development.

• Manage excavation permit review, processing, and inspection.

• Supervise engineering staff, assign projects, evaluate performance.

• Design city construction projects; perform field measurements and assessments; assists with the acquisition of easements and rights-of-way for city construction projects.

• Prepares and develops engineering plans and specifications, executes required advertising for bids, reviews construction bids and makes necessary recommendations based on lowest and best bids, competency of vendors and consultants and the selection criteria.

• Manages projects for the construction of the municipal public works projects. Ensures contractor compliance with time and budget parameters for the project. Reviews and processes payment requests.

• Reviews project development plans from landowners, developers, and other agencies for compliance with codes, regulations and standards, adequacy of applications for permits and compliance with approved plans.

• Ensure that all mapping and inspections are performed regularly on all infrastructure installed that is or will become city owned. Ensure that all new infrastructure meets city standards prior to acceptance. Ensure that all mapping and asset inventory is accurate.

• Prepare and develop annual updates to capital infrastructure on a five-year plan. Maintain engineering files, infrastructure records, and master plans for culinary water, secondary water, storm drain, and transportation systems.

• Monitors new trends and innovations in the field of engineering as well as updates to laws and regulations related to public infrastructure.

• Maintains regular contact with consulting engineers, construction project managers, city, county, state and federal agencies, professional and technical groups and the general public regarding city engineering activities. Provides feedback to issues and legal documents affecting city engineering liability and responsibility.

• Coordinates engineering activities with other city departments and external agencies; assists in developing city ordinances and policies; works closely with other departments in carrying out engineering functions for the city; consults and advises department heads on improvements related to utilities, parks and trails, traffic, developments, resources and properties in the city.

• Prepares cost estimates for immediate or long-range capital expenditures. Manages budget needs and expenses related to capital expenditures and monitors fiscal activity to ensure conformity with established budget.

• Assists with grant applications related to public infrastructure, such as preparing exhibits, cost estimates, and data as well as meetings and coordination that may be necessary with stakeholders and funding agencies.

• Serves as engineer liaison and advisor to the city planning commission. Provides feedback to issues affecting city engineering liability and responsibility.

• Ensures that all ordinances, resolutions, and orders of the city council relating to engineering are carried out.

• Perform related duties as assigned by the Public Works Director.


Required Knowledge, Skills, and Abilities:

Knowledge of:

• Civil engineering principles, practices and methods, as applicable to a municipal setting.

• Computerized engineering systems and instruments (CAD, GPS, GIS, UAV) and engineering software applications.

• City engineering standards and codes.

• Construction methods and materials common to public works projects.

• Technical and practical design of public works systems.

• Principles and practices of supervision, leadership, and worker motivation.

• Political and governmental processes affecting engineering program management.

• Preparing cost estimates on a variety of complex projects.

• Operating engineering-related tools and equipment.

• Diplomacy and cooperative problem solving.

• Budgeting and fiscal management.


Ability To:

• Communicate effectively both verbally and in writing.

• Conduct necessary engineering research to remain in compliance with all laws and regulations related to public infrastructure.

• Use a full range of computer programs, equipment and materials as applied to civil engineering, such as word processing and spreadsheet applications as well as GIS, CAD, aerial imagery,

development review software, GPS, UAV, traffic data, water data, and related software and equipment. • Read and interpret engineering plans and specifications.

• Visualize completed projects in planning stages and accurately estimate end results and material quantities.

• Plan, organize and direct a division engaged in a variety of complex public works projects while effectively prioritizing and managing multiple tasks and projects simultaneously.

• Establish and maintain strong working relationships with others.

• Follow written and oral instructions.

While performing the duties of this job the employee is frequently required to sit, talk, walk, crouch, bend, hear, and see. Duties require sufficient mobility to work in a typical office setting using standard office equipment where sustained posture in a seated position for prolonged periods of time may be necessary. Duties also require sufficient mobility to work outside around construction and areas that are in-design stage and areas that may be uneven, wet or undeveloped. While performing the duties of this job the employee is frequently required to lift 50-75 pounds. The employee is also required to be able to coordinate two or more limbs while sitting, standing, or lying down. Periodic travel required in course of performing portions of job functions.


Work Environment:

The city engineer may work in variable weather and traffic conditions and other potentially hazardous circumstances with the use of safety equipment. Work is performed at times in outdoor settings and in all variable weather conditions. Employee may be exposed to hazards associated with constructions sites or undeveloped land or disaster situations.


Minimum Qualifications:

Education and Experience

Graduation from an accredited four-year college or university with a bachelor’s degree in civil engineering and a minimum of four (4) years previous professional civil engineering experience, with two (2) years senior engineer, project manager, or supervisory capacity.


Certifications and/or Licensures

• Must be an active licensed Professional Engineer in Utah in good standing.

• Must possess a valid Utah Driver’s License Class D.
